open the image you want, and then go to file-new to make a new document make it 500x175. drag the image into the 500x175 document

once you have ade a 500x175 document, go to file-open, and open the image you want. press v, to get the move tool, and drag the image into the 500x175 document

The one im making. And every time I zoom out it zooms too out and makes it small

it makes it smaller because your zooming out of the document size not the image...

for instance, if you zoom in on someones head, and zoom out, it's the same image
