In marketing, businesses set pre-release orders at a "safe-date" in order to guarentee delivery by the date promised. It covers them from credit card charge-back fees and lawsuits that can arise from not fulfilling their sale contract with their customers. See laws regarding pre-order sales. Any business course will teach you that.
